Why is it Mexico and Canada's fault if Americans like Fentanyl?

Death from drug overdosing is a natural phenomenon and should be embraced by those concerned with the 'problem'. Others should not be victimized because of this behavior.
What legislation would you see that could 'protect' such victims?

Permissible neglect of the problem. Likely an "organic" solution to the drug problem will arise.

Permissible benign neglect.
LOL, not the answer I expected. Don't we already have that with our CIA (who is in the business since I was born) and legislators refusing to repeal the prohibition?

The other side of the discussion is that we must face the reality that NO GOVERNMENT can pass legislation that, like a scalpel can make precise cuts and removals. No, government power is not a scalpel, it is a sledge hammer.

Criminal law is not meant to change such human behavior, it is meant only to enable punishment for those who have hurt others. Laws against murder don't stop murder, they only allow a presumably civilized way to punish those who kill others.

As centuries of history have shown, criminal laws against humans behaving badly do not stop such behavior. Never have and never will. Only the most gullible and emotional of humans believe that it has such powers.

I agree in part. The drug problem, which includes alcohol, should be turned over to the states, who in turn should turn it over to the cities. One-size-fits-all remedies rarely work.

State governments have no more ability to write and enforce laws that can make humans behave the way the state wants them to behave in certain ways than the federal government does. It's mission impossible. Boy oh boy, the enforcement agencies like DEA and BOP see prohibition as the Goose That Lays the Golden Eggs. Without prohibition, the DEA would not even exist.

That's why the task should be left up to the cities.

That would be a disaster.
Drugs were legal in this country from its inception until 1914 with the Harrison Narcotic Act. During those times drugs were sold and dispensed by physicians and pharmacists, not by kids on the street corners, and there were no drug gangs.

What conclusions might be drawn from those facts?
