I'll stick with the psychologists. The risk migration excuse is a disguise for the social anxiety issue.
There are two components to risk; likelihood and magnitude. The likelihood of needing a firearm is low but the magnitude of the consequence of not having one when one is needed is high. So it's the consequence of the risk which makes this a high risk that should be mitigated.
