The only "truth" in your un-sourced post is what I highlighted. Bush's "Project Gunrunner" was financed in 2008, well before Obama was president and any stimulus money existed, with $15 billion per year for 3 years. Of course CON$ pretend Bush was a six year president and was not responsible for anything beginning 2007.
Here is the part of the bill that set up the funding through the end of fiscal 2010, the year Terry was killed, voted for by Issa, BTW. That's right, Issa voted for the money that bought the gun that he says killed Brian Terry!!! Issa murdered Brian Terry!!!

(1) INGENERAL.The Attorney General shall,

to the extent amounts are made available to carry

out this subsection pursuant to paragraph (4), use

such amounts for
the Project Gunrunner initiative
4
(hereafter in this subsection referred to as the ini-
5
tiative) of the Bureau of Alcohol, Tobacco, Fire-
6
arms, and Explosives to expand the resources pro-
7
vided to identify, investigate, and prosecute individ-
8
uals involved in the trafficking of firearms across the
9
United States-Mexico border.

(2) ACTIVITIES.In carrying out paragraph

(1), the Attorney General shall

(A) assign additional agents of the Bureau
13
of Alcohol, Tobacco, Firearms, and Explosives
14
to the area of the United States adjacent to the
15
United States-Mexico border to support the ex-
16
pansion of the initiative;

(B) establish not fewer than 1 initiative
18
team in each State along the United States-
19
Mexico border; and
20
(C) coordinate with the heads of other rel-
21
evant federal law enforcement agencies and
22
State and local law enforcement agencies to ad-
23
dress firearms trafficking in a comprehensive
24
manner.

(3) ADDITIONALSTAFF.The Attorney General

may hire additional persons to be Bureau of Alcohol,

Tobacco, Firearms, and Explosives agents for, and

may use such other resources as may be necessary

to adequately support, the initiative.

AUTHORIZATIONOFAPPROPRIATIONS.To
