Clearly economically their deviations are worse.

And legal policy played a huge role in that. You can't seperate hundreds of years of policy and tradition from how black america acts today. Should they do better than us not worse? yea maybe. But they don't.

And the difference is inherent, the only thing they could have hoped for is a stronger culture for economics not a weaker one.
