Let's say a crucial bit of information has been classified Top Secret/SCI by some agency like the FBI. The agency feels the information is either embarrassing to the them, or they just don't want to cooperate with the DOD or CIA?. The president is made aware of it, reads it, and determines that the DOJ, Congress or even the American people need to know this information. Are we going to hamstring the president, and perpetuate inter-agency rivalries, or protectionism, and prevent the US from reacting properly to this information?

As it is now, presidents have the final authority on classifying ecescutive branch documents, so when they leave office they can summarily declare whatever, as personal documents, and leave office with them. After they leave office president's can choose to keep or give the archives whatever documents they decide to. There is no law that says president shall provide all documents and memorabilia to the records archive.
