Why are leaders and government never targeted in war

Actually they are, there were multiple attempts to kill leaders from Hitler to Saddam, and none of them work.

That is why many leaders use body doubles, maintain tight secrecy where they are at, move locations often, and only make very select public appearances.

A good example of the latter was in 1990, when right after invading Kuwait Saddam Hussein pretty much stopped appearing in public. That is, other than when he was making propaganda appearances with the foreign human shields he had placed around key strategic locations. Because he knew that no matter how badly the coalition wanted him, he was safe so long as he was surrounded by hundreds of foreign hostages.

Look, I am sick and tired of these stupid word games you play. Make a statement or don't bother. This passive-aggressive ignoring things you do not like then challenging others is extremely childish.

And the short answer is no. Just like that could not be done against Saddam Hussein. They spend their times living in and mixed with the civilian population for a reason. And there is a huge difference between a targeted strike against an entirely strategic site in a remote area, and trying to conduct strikes in a major metropolis with a civilian population of over 9 million people.

So no, they are not going to try and "take out the leader of Iran". Unless they learn he is away from Tehran and in a location where such a strike can be conducted without overwhelming civilian casualties. Look back to Iraq and Afghanistan, the US did that over and over again. Look at how many times Al-Qaeda and ISIS had to replace their top leadership because the US repeatedly took them out.

The US would blow one up, somebody else got put in charge, and two months later the US took them out. Iran being a nation is not going to be like that, their leadership is going to remain in locations surrounded by civilians so they are safe from attacks like that.

However, the Iranian Revolutionary Guard leadership is not so protected. Which is why so many of them have been killed in the last 15 years or so.
