Because they would go out of business within a month if they had to eat the cost. Everyone hospital in the US would go bankrupt if they had to eat the cost of illegal immigrants using the emergency room, so instead the US tax payers spend BILLIONS every year to cover these medical treatments.

Your moving to another state is a qualifying event that lets you (and requires you, particularly if you are getting a subsidy) to obtain health insurance associated with your new location.

Correct. Insurance active in a state must comply with insurance requirements of that state. With certain exceptions when traveling, for example on business or vacation.

It is state entities that regulate business within a state.

Any insurance company can establish a local entity and provide insurance in a state that complies with that states requirements.

As for the ACA enhanced subsidies, they were set to expire by the Democrats because they were meant for COVID relief. Now they want them made permanent even though COVID is long gone. Sorry, but people managed before COVID, they can manage again once these EXTRA subsidies expire.
