I think you have to factor in the complete effort of the media, AIPAC, the MIC, and most of Congress to cover up Biden's inadequacies and corruption as opposed to the US government machine's complete non support and quarantine of Carter. Carter actually had some good intentions but they were not supported by any at that time. The government grew around him like a tree growing around a knot. The total impetus at that time was to get Reagan in office and pursue the war with Iran. He left the country a better place than he found it, unlike Biden.

I say Carter was the better man because he had some accomplishments, such as the Egypt/Israel peace deal. All Biden did was push Climate change disguised as such things as inflation reduction, which he later admitted was really all about climate change. And although Carter's attempt at rescuing American hostages failed, with the helicopter crashing killing all involved, at least he tried. Conversely, Biden simply chastised Israel for trying to rescue American hostages in Gaza.

I have a hard time classifying Biden as a POTUS, considering he was unable to do the most simple tasks, and wasn't in control of anything.
