What if the technology for creating humans and other creatures living and nonliving, ie. a type of hybrid transporter and replicator, were to fall into the wrong hands and it would be used to form new and unusual forms of matter and creatures?

Just trying to understand what the people want. Of course this depends on what people you ask, unless you ask people in general. People may have different viewpoints that may vary widely. Have you seen what goes on in Washington D.C. and what it takes to come to a consensus or at least a partial consensus?
