The Jewish element of the population numbers 76,000. Almost all have entered Palestine during the last 40 years. The statistics and datum cited are over 100 years old (a Century). It's hardly relevant today. While the Precedence (in this case the “priority of importance”) the Balfour Declaration, the Mandate, the Order in the Council, etc, → is the "intent" the Allied Powers had at the time.

The best intentions laid down by the post-war leaders shine through the decades as the direction they had → as the path they had in mind: The establishment of the Jewish National Home. It was so many ways by the Allied Powers of the time that - not to understand it - is a symptom of brain damage. And, the attempt by the Hostile Arab Palestinians (HoAP) to alter the path set by the Allied Powers is tantamount to allowing the remnants of the defeated Ottoman Empire (of which the HoAP is part) to dictate new terms and demanding the nation building outcome that has through the century resulted in the most advanced, politically stable country anywhere in the region. There is no Arab nation that ranks higher than the Jewish National Home (Israel) in Human Development. The Leadership of the Allied Powers never intended for the least capable people to dictate terms or to assume control that which → they did NOT earn.

It would be different if the Islamic Resistance (HAMAS) (a designated terrorist organization) had demonstrated some measure of turning the international donations into something useful in the region. But clearly, the HoAP Leadership is not capable of building their nation. Instead, they go to great lengths to import illicit small arms and light weapons, as well as an array of single-stage rockets.
