It's the latter. The latter was not prevalent at all much in my lifetime until very recently.
White and Black went about things the same way until the state started jailing parents for whooping their kids.
Sometime around 2000 or so. If children never have boundaries set, they grow up having none until they become a menace, and it's more likely they will if that is the case.
And then the State has to step in, and all that is unnecessary.
A couple pops when they're young to set boundaries and things could be so good.

The kid at the end of that video, who is being escorted off the premises by a cop, has no idea why he is almost wearing his pants. He’d be the first to scream racism and legacy but has no idea why he’s dressed that way.
