What do you do if you are a career politician? Borrow the money, call it foreign aid, then give it to your enemies for free. All good!!

An annual budget is required by law, but Congress stopped passing one the year the Super Majority controlling Dems took over with 2 years left to Bush's time in office. The next one was not passed until the GOP re-took the House. That's 4 years of breaking the law by refusing to pass a budget. Budget's leave 'fingerprints' of the party in control while a continuing resolution provides some immunity to budgets with trillion and a half deficits.
