I would have thought that was fairly obvious. the mayor is the boss, if he doesn't want feds in his city rounding up illegals, why would he want his PD force to arrest those who aid and abet them? The employer paid the price for his stupidity, or his poor daughter did, do you think he learned anything?

Charges are filed to get a warrant for a persons arrest. Oddly the employer who committed a felony that led to his daughter getting raped didn't get one sworn out on him.
