The 14th Amendment was enacted prior to the Chinese Exclusion Act so illegal immigrants did not exist at that time, and the language of the 14th was with the intent to make sure freed slaves, native americans and their families were counted as well. Of course any change is going to face any legal challenges but 2025 isn't a census year so the matter will have plenty of time to get to the SCOTUS. That is why the courts exist. The Census also doesn't go around counting tourists yet they are persons. Congress has delegated the authority to the POTUS to establish this is the manner of the count. It is all within the framework of insuring states, not people, are represented, in Congress according their populations and illegals are not citizens of the states in which they are present and should not be included in the count any more than tourists, be they an Atlanta salesman at a used car convention in Vegas or a border-jumping Nicaraguan.

So at the end of the day Trump can conduct a mid-decade census, but it cannot be used to change the approtionment of Representatives to the House or in drawing Congressional Districts. That would literally take an act of Congress (which can be done, but not by the President alone) to change the United States Code and the usage of mid-decade Census data.
