I mean we, the government/industrial complex that identified and resolved to move the manufacturing base from Japan to China as the next new source of cheap labor in order to maximize corporate profits. Then we sent China whatever they needed: machinery, technology, teachers, and taught them and gave them the technology and built them up into the world superpower they are today.
