Isn't a desert a place with little precipitation?

Most of California is not a desert, and we are not currently in a drought. Last year was an incredibly wet winter. This year will be dryer, this goes in cycles - a 7 year cycle.
But the desert is a place with little precipitation isn't it?
 
Gov. Jerry Brown helped cancel the Auburn Dam project, which would have done much to solve California's perennial water crisis. Why we keep electing these Demwits is an irrational mystery.

The problem with that conclusion is Rs aren’t any better.

Some people seem to disagree with that, although perhaps only one farm raises the $4B annually the three desert counties produce in agriculture products a year... California's desert agriculture is hot stuff

thats in the Imperial valley....they have some of the best soil in the world because of the Colorado river being diverted to that area....

The imperial valley - the most productive farm land on planet earth, is technically desert.

And Kim Jong "Gavin" Nutsack cut off the water to it.
