Because Hillary didn't do anything illegal in buying the Dossier. Buying opposition research isn't illegal. taxes. And she had no contact with either Fusion GPS or Steele. Nor did she inflate the payment to her lawyers to cover their taxes. Hillary NEVER tried to cover up that she ordered the Oppo research from her lawyers. Last, but certainly not least, Hillary doesn't sign the cheques nor participate in the accounting or the accounts payable of the campaign. She simply signed the report as candidate.

Trump was involved in every aspect of this conspiracy. Trump conspired with Pecker to lie to and mislead the public about himself and his opponents. Trump agreed to allow Pecker to publish the stories after the election. Then Trump tried illegally tried to claim a tax deduction on his hush money payments.
