It really means they are conspiring to effectively secede from the federal government and declare that they no longer recognize their authority in federal matters and are declaring themselves an independent state.

Newsom is declaring himself a new country--- that means that all federal aid should be cut off and Newsom should be arrested for sedition as an insurrectionist.
