NO, they were out to preserve the right of states to maintain their own well-regulated militias.
The thing about it is, militias have been replaced by professional armies and police forces since then.
Keep in mind, "arms" back in those days were a muzzle loading musket that could be fired once a minute if you were really well trained, so you needed a "well regulated" militia to use it to any effect.
Now an angst-filled teenager can spray as much lead into a classroom as a Revolutionary War era platoon could.
