Nor do they support the contention that tax dollars should be used to support people who have the means to support themselves.

Yes, employment is At Will. But that does not mean unemployment compensation is paid if you quit or are fired for cause.
No it is not. It is an accepted rule or law. If you quit the job, you have shown you did not want work. If you are fired for cause, it is obvious you did not want the job and refused to follow the rules (firings for cause often involve theft, harrassment or some serious violation).
You don't get paid for those.
