We will say that the California Department of Water Resources did a TERRIBLE job and that your States promiscuous wasting of water and not engaging in conservation efforts such as rationing water by stopping watering lawns and washing cars was a mistake. Some might make the claim that it's a classic case of Leftist thinking...not wanting to modify your behaviors and then complaining that others didn't make you do better.
