What it basically means is that if there is no Federal Law regarding something, states are free to deal with it. And if you actually read the Constitution? You'd know that the Federal government has some very board powers governing things such as commerce, immigration and the rights of citizens. For example, right now Prostitution is not regulated on a Federal level. Some states allow it..and some don't. Congress could easily pass a law nullifying that "power".
and the Feds just keep expanding their power over the states with all kinds of 'found' powers....like Obummercare 'taxation'....
4. My point stands. The Constitution says nothing about having party line votes on a law. It's a majority of votes in Congress that counts.
