What should the first non-procedural vote be in the new senate session?

One of the first votes in the senate should be either a law or amendment change (both maybe) on both birth-right citizenship and making it so only US citizens are counted in the census.

Let's see what the dems have learned from their defeat given that immigration was one of the main key issues Americans cared about and drove Trump to victory as well as costing the dems congress.
That would be a good start.
