Along with James and Susan McDougal, Hillary Clinton cooked up a scheme to defraud the Small Business Administration. The trio had bough a plot of land outside of Little Rock with the plan to develop it as a model for a housing project.. They called the development "Castle Grande." McDougal hustled local business leaders and Hillary used her husband, then state AG to leverage backers. The group solicited backing and sold interests in the property at 300% of the total.. Basically they sold the same parcel of land to three different buyers. Not content to defraud locals, Hillary hatched a plan to obtain even more cash from the SBA. The three lied that the land was unencumbered by debt and took out $400K in SBA cash. The McDougals eventually were charged and convicted of this fraud - Hillary was not charged, deemed above the law.

This fraud netted the trio a great deal of cash, so they did what crooks often do - they expanded. They bought a much larger tract of land and started the "White Water Development Corp." White Water was too big for an SBA loan, and Hillary instead focused on strong arming the corrupt Little Rock community. "Lot 17" was the most troublesome, Hillary personally sold the lot to 9 different buyers.

Normally this would land the crooks in jail, but by the time this started unraveling, Hillary's husband had been elected Governor. The clout of the governor ensured that the law was not applied to crooked Hillary.
