I don't know about his pecker, and I don't think it's relevant. Any politician (especially Western politician) is, first of all, an actor (if not a puppet), who plays the role. And their roles were written by other people. Trump's role is "Redhead Clown", Biden's were "Greyhead Clown" and when it comes to bluffing with "rationality of irrationality" card they play "dementia" or "small penis complex". Of course they are not decision-makers at all.

As all stereotypes this is only partly true. There could be different situations and different approaches. But in Russia every boy older than 2 or 3 knows, that "Boy's day", February, 23 is "Day of Motherland's Defender".
