Biden won the primary race and so became the nominee. He was not the first choice of many progressive democrats but none of them regret voting for Biden to beat Trump.

The current people in charge of the current administration know that they have terrible optics because of what is currently going on and has happened in the past. They understand that their chances of retaining control are dropping. So they felt that there was no great policy that they could point to and extol so they felt that attacking their opposition was the next best thing. Only problem was after the speech was delivered were they able to understand just how it came across. They have tried to have Joe walk back his speech but I am afraid too many saw it as a pivotal moment that will be remembered in history.
