I think it's possible that Trump felt that there was still some honor left in Washington, but it took him several years to find out that wasn't the case.

And FYI, the White House Chief of Staff does most of the advising for the president and often times makes a lot of the decisions.
His first couple of COS screwed him royally.
The only person on the level Trump wanted to hire was thrown in prison. (Gen Mike Flynn)
