If you get a larger turnout than expected in a normally blue or a red area it bodes well for the hopeful.

It means they are doing gangbusters with their own kind.

A higher than normal turnout means low-propensity voters voted in higher numbers. Those are your first-time voters, younger voters, certain inner-city minority voters, etc.

High-propensity voters tend to be older people, party faithfuls, college educated, they vote in everything. They are the so-called Super Voters. They vote in every mid-term, every primary, etc.

A low turnout election has a higher percentage of the high-propensity voter as a total share of the vote, and that has historically favored republicans because younger voters tend to be more liberal.

In general, the higher the turnout, the better the democrats will do. Other factors obviously play, turnout is just one metric of many.
