The problem with PR is that the rich in the US are trying to discredit it, and make people not even want to find out what it's about.

They say that "oh, the cities will take over", but they won't. Doesn't happen like that in Germany.

It's different because it gives voters way more power, way more choice, makes it harder for money to control everything (you can see why the rich overlords don't like it), and allows parties to get kicked out very, very quickly if they're bad.
