Ok, 19. That leaves 31 states for Trump, so it is almost but not quite twice as many states as Clinton won.

A mandate reflects the will of the MAJORITY of the citizens....So, who won the majority of the votes???

Honestly we will never know.

Now had all of the eligible voters participated then we would know if there was a clear majority.
