What about a gradually decreassing tax?

I wonder what people think about removing the income tax completely and have some kind of national sales tax that will slowly decline as we generate more revenue from it over the years. It can start out at 25% but move down to 18, 10, 5, then finally to 1% as we generate more revenue from it through increased economic activity. The tax reductions can be encoded into law and are triggered as we hit a dollar benchmark on revenue.
