If Tavenner is right, Obamacare will jump dramatically—last year’s premium for the popular silver-level plan surged 11 percent on average. Although Tavenner didn’t mention deductibles, in 2016, some states saw jumps of 76 percent, while the average deductible for a 27-year-old male on a silver plan was 8 percent.

So all Obama's inept administration need do was REGISTER this 14 million!
C) Nearly 18 million of the uninsured lived in households with annual incomes above $50,000 --
over half of them (9.7 million) in households with incomes that exceed $75,000 annually. -

The ignorant absolute stupid premise that these 18 million Americans under 34 would sign up is the first major problem. They did have insurance through their employer... just didn't want or NEED the expense so they pay their health services out of pocket! But those idiots of Obamacare thought these 18 million would sign up!
The OTHER major fallacy was doing away with "pre-existing conditions" entirely!

would live. So prior to ACA insurance would charge a smoker a higher rate because the smoker is RESPONSIBLE!!!
