There is no way we can do regime change without boots on the ground. Bombs from ships won't do it. We know how tough going into Baghdad was.
Whether troops are needed depends the goals of the administration. If all Trumps really wants is another Ayatollah to negotiate a creased fire and exact more empty promises, no troops will be needed for that. However, if he really wants a secular government that we can deal with, then that will require troops on the ground.
