Look at what's occurring with the dam failures in Michigan. The local, state, and, federal officials (as well as the dam owners) knew for decades that Edenville Dam was in sad state of affairs and yet very little was done to rectify the situation. Folks here are too busy trying to paint the other side at fault when both parties had the power to fix it, but dragged their feet instead. Hell, the entire dam safety unit for the State of Michigan consists of three people and has a budget of 400k.
