As he stated himself, this was connected to the enumeration of specific powers granted the federal government.

Federalist 45 makes VERY CLEAR that the federal government does not have this kind of latitude.

The General Welfare Clause, to the best of my knowledge has never been used as a basis for these powers.

Even in the Obamacare argument the dissenting argument (i.e. 4 of the 9 judges) stated that the constitution gave no authority to the federal government to run a health care system.
