Sorry, bitch, but this wasn't a Trump lie. This was a discovery by other people outside of the White House.
So you can't chalk this up to being yet another one of your imaginary Trump lies because the fact that Deep Staters changed the Whistleblower rules to accommodate this latest hoax is well known.
And using a purveyor of yellow journalism like the Washington Compost as a fact-checker is fucking hilarious. They actually floated a story that the acting director of National Intelligence threatened to quit....which turned out to be a total fabrication.
You might as well stake your reputation by relying on Hillary Clinton as a realist on why she lost the election.

The law governing whistle blowers was signed on 3 Jan 2016 and has not been changed since.
