Why should WI pay for any of it? They are giving the land to the tribe. The tribe should pay for it.

You seem to be missing the point. You came in here demanding everyone agree that this is a waste of money yet you provide no evidence of such.

It may be a waste of money. There could also be quite valid reasons to spend the money. If the project brings in revenues and jobs to the state, that alone might be a valid reason to do the study.

Not to mention that simply because the money has been appropriated for the project doesn't mean it will all be spent.

If you want to persuade people that your viewpoint is correct, it usally helps to have evidence for why they should agree with you. You should be able to address contrary opinions, which it helps to know, and you should be able to do so while being a decent human being.
