And sensible people knew what was going to happen...but the Democrats voted for it before they knew what was in it...they knew damned well what was in it. I guess that's why they pushed full implementation back till after he leaves office. That means the thing was signed into law almost 8 years before it finally takes effect and the damage it will cause becomes known to everyone.
