If you select voters based on race, with as stated goal trying to diminish their impact on election results it really doesn't matter if it was done out of partisanship or racism. It's funhy how much you guys are willing to pretend that effect is actually cause. This mid-cycle redistrictering was started by Trump in Texas.
In fact, Democrats introduced non-partisan redistricting in the house under the Biden administration. They couldn't get it passed because of UNANIMOUS Republican opposition.
If you want to use Gerrymandering because you can't win elections without it, at least have the decency to not portray it as anything but what it is. Raw party politics.
