Congress makes laws regarding federal elections in the states. The President can't issue an EO to change those laws. Well he can, but imo, it would quickly be challenged and ruled unconstitutional.

We are discussing the illegality of local Law Enforcement detaining or otherwise interfering with a Federal Operation, be it FBI, ICE, SS, or the US Marshals.

To put it bluntly, she has no authority, State or Federal, to interfere with any federal operations.
