She cant do that, and from what ive read, her EO doesnt do that. She directs how state employees act with ICE, which is perfectly within her authority. And it also reportedly restricts ICE on state property without a warrant, which is also within her authority.
But im not sure because the EO doesnt seem to be public yet, for some reason.
