In most places, teachers cannot even touch students to defend themselves. Last month, a teacher friend of mine was unable to stop one student from choking another student with a choke hold due to not being allowed to touch. She has no doubt that if she had physically intervened, she'd no longer have a job and if it weren't for the other students jumping in, the choked kid might have died.
