You forget that the President can't modify Article 1. Therefore these inspector general are protected by Article one and the PRESIDENT MUST COMPLY with the requirement set forth by Article One appointees. So the president must give 30 days notice and cause.

Congress is the check on the Executive, no one is the boss.

It is not just that Congress has passed civil service laws that prevent presidents from arbitrarily firing Inspector Generals, but that this is an ancient tradition going back to the Magna Charta and British Common Law.

To legally fire an Inspector General, you have to give Congress 30 days notice so they can conduct a hearing to determine if the firing is valid or not.
The last time this law was modified was in 1976, so is up to date enough.

So anyone forcing any Inspector General out of their office before there has been the 30 day hearing, is a criminal.
