The bribes do not amount to $550 million, but a very tiny amount actually.
And there is no evidence any harm was done.
Regardless of whether or not bribes were paid to recommend Apprio and Vistant, it could still be they were the best ones for the contracts.
It is the contracts that amounted to $550 million, not the tiny bribes.
