Not even that works, because those cases are going to eventually resolve, either in a recovery or in a death. If you use the number of cases as a denominator the only way that works is if 100%, literally all, of the active cases go on to a recovery. There's no way to know that and no reason to expect it.

Not to mention, the "number of cases" only represents the number of KNOWN cases, i.e. positive test results. It does not begin to account for the number of unknown cases.
