When FEMA, for one example, is activated after a natural disaster, they are not in charge of the response. State OEM and local authorities are. The Role of FEMA in Disasters | Disaster Relief | Center for Disaster Philanthropy Nor would FEMA/DHS be in charge of elections. What would happen is that additional scrutiny will be present to make sure there are no cyber attacks. Thats it.
