All government can or should do is pass laws that treat everyone the same

That's silly. The government treats people differently for all sorts of reasons. It treats citizens differently than visitors, green card holders or illegal aliens. It treats adults differently than children. Criminals differently than non criminals. Treating people differently isn't wrong, inherently, it depends on why.

White males discriminated against others for centuries. Restorative justice doesn't come without discomfort to those who benefitted from that discrimination.

And it certainly should not be handing out money to people based on skin color

Again, there was no “injustice”. Blacks were saved from unfathomable conditions in Africa…again, this is proven by the fact that NONE ever moved back to Africa after being set free.
Sane legitimate blacks today know Africans did themselves a huge favor by boarding those ships...obviously they certainly did their descendants a huge justice.
That said, there are no ‘damages’….you have nothing to be compensated for.
