Are you telling me that when an illegal goes into the emergency room and demands services, but cant pay, that illegal is turned away?
No.
No one is
turned away. Even you can show up in an ER and get treated.
No one is saying anyone is "turned away."
What happened prior to the PPACA is that people who could not or would not pay would be treated, then billed later. If they could not or would not pay, the hospital would have to absorb those costs and then pass them on to others (insurers and/or other patients). Often hospitals would incur so many expenses from unpaid bills that they'd have to shut down.
