And they are not planning to do that in any case? This is exactly what is needed. Force Russia to move assets facing Ukraine to deeper in Russia to protect their military assets there. Russia is rapidly running out of military assets, and are already stretched thin. So thin they left these bases essentially undefended against an attack like this, so now they have to consider any asset within their borders a possible target. Up till now, Putin has been reluctant to attack Kiev except in very limited precision strikes.
Because it's the ancient spiritual capitol of the Russian people and he is reluctant to see the city destroyed.
