No, the Biden administration thinks the problem is solved. The capability to fire ATACMS was disabled in the M142's from the US, and the M270 variants from the UK, Germany, and France never had it.

The missiles are scarce in US inventory, and if the launchers can't fire them it precludes Ukraine from acquiring them from a third country.

The Storm Shadows will be carried by the Ukrainian Su-24's, which you can probably count on one hand. So, reserved for the most important targets.

Those AC were very limited to begin with, and they've lost as many as they started with (or more). They had around 40-50 repairable that were in decent condition, and a huge boneyard for parts.

They've been adding to the fleet as they have been losing aircraft, but they've also lost a lot of experienced flight crews that aren't so easily replaced. The good news is the missiles have the range to keep the UAF Fencers beyond the reach of Russian air defenses so that saves lives.
